The legal position matters more than the headline. The EU completed its own approval of the Interim Trade Agreement on July 14th. That instrument carries the trade provisions and does not require ratification by individual member states. Mexico's process is still running, expected after the summer. Once both sides notify completion, the trade rules start applying on the first day of the second month that follows. The full Modernised Global Agreement runs on a separate track and still needs Mexico plus all 27 member states.
Coverage of the modernised EU-Mexico agreement went to cars, critical minerals and the headline number. Almost 99 percent of tariff lines eventually liberalised. Signed in Mexico City on May 22nd.
The food and drink provisions got almost none of the coverage. They reach the people who actually make things: farmers, cheesemakers, brewers, distillers, winemakers. They also do two opposite things depending on which side of the label you stand on.
